What does “a republic by which a …” mean?
“A republic by which a mean a goverment in which the scheme of representation takes place, opens a different prospect and promises the cure for which we are seeking.” (Madison, federalist Papers 10)
The quote from Madison says that a representative form of government (called a republic) offers an alternative and a promising solution to our current problems.
